QHSE Manager

Department: Quality, Health, Safety and Environment (QHSE)

Location: Port Harcourt

Job Summary & Purpose

  • Responsible for developing and implementing organizational safety programs.
  • Oversee all Quality, Safety & Environment related issues.

Responsibilities

  • Prepare a Quality and Safety Management framework and drive implementation across SSDD.
  • Conduct a detailed risk assessment and consider how all identified risk could be reduced.
  • Outline safe Operational procedures which will identify and take account of all relevant hazards/aspects.
  • Establish and ensure implementation of the QHSE management system on SSDD.
  • Establish QHSE plan including QHSE policy (based on corp. QHSE policy) and continuously improve it.
  • Advise on setting up the improvement guidelines for QHSE Management system.
  • Establish QHSE audit program, schedule and perform the QHSE audit of the business in line with Group Cooperate QHSE team.
  • Monitor QHSE system activities on SSDD.
  • Coordinate and oversee the Safety and Training Coordinators onboard SSDD.
  • Coordinate and communicate with Executive management on Quality, Safety and Environment issues on SSDD.
  • Produce, develop and implement the QHSE Training Plan for SSDD.
  • Enforce QHSE management system compliance and process improvement.
  • Attend and participate in QHSE related meetings and accident investigation when required.
  • Control and manage third party subcontractors, regulators and related agencies like Ministry of Labour & Productivity (Factories Act), NIMASA etc., where necessary.
  • Report performance of the QMS system.
  • Participate in medium/low potential incident/near miss investigation.
  • Train all SSDD staff on QHSE requirements to minimize incidents.
  • Ensure all QHSE statutory and regulatory Certifications/licenses are up to date.
  • Perform any other duty that may be assigned by supervisor/line manager.

Person Specifications

Academic Qualification Professional Qualification Experience
B.Sc/B.Eng. or equivalent in any relevant field
  • Must be NEBOSH Certified and a member of ISPON
  • Council for the Regulation of Engineering in Nigeria (COREN)
  • ISO Internal/Lead Auditor
Minimum of 15 years’ experience as a Safety Professional within the Oil & Gas or Marine industry.

Key Skills and Competencies

  • Essential high level of English language (written and spoken) and the ability to communicate effectively with non-English and English-speaking crews on issues related to QHSE.
  • Hazards identification and risk management skills.
  • Highly motivated with the ability to work under tight deadlines.
  • Proficient in basic computer skills — PowerPoint, Excel, MS Office tools, etc.
